The other 99 volumes are in the cabinets behind the guy. It is enough to make you go blind.

And after taking a closer look, that guy may want to think about reading through there more carefully instead of just leafing through.

That's actually FM 22-69 "Processing Complaints from Female and LGBT Soldiers in a Support Unit."

On edit, I better pink that font up in case any aspirants become confused.
