It seems like the Iraqi police might be focusing too much on the tools that they don't have:

Advanced Weaponry
Armored Vehicles

Instead of on the the tools that they do have:

Situational Awareness
Ground Intelligence
Regional Dialect/Language
Local Customs/Traditions
Opportunity to lead by example
