Because?
Is that because of some "may issue" (vs. shall) aspect of the law, such as some of our states have, where only a few special ones are allowed to acquire a permit? Or some other reason?

Don't have any personal knowledge. But here is a post with people discussing this issue. Note there are people in the comments who claim to know what they are talking about. According to them, this is not much of a change. Take it for what it is worth.

Well, adding the reason self-defense is at least a baby-step. Several states here want to know that, which I found out back when I cared about collecting non-res permit like baseball cards.
