A hand could very easily have been severed in an accident and someone got the short straw to try and go collect the reward.

If it was a head, or a hand and his juevos it might be a bit more plausable.

How do they know the hand is from the person wanted? Does anyone else remember the hand and ear bounty that the Yards ran wild with?
