This was further amplified by his GunRunningness Attorney Generalissimo Eric Holder early on during Obama Regime 1.0 when asked to define a "hate crime." The determination was that such a victim "must be a member of a historically disadvantaged class." Thus, a white person can only be the perpetrator, not a victim.
In practice, during that & the subsequent regime, it appears that Asians also are hardly ever victims, especially if they harbor scholastic excellence. Also, Hispanics will get kicked out of victimhood if they support nuclear family, Faith, and hard work. Note: Non-hetero sexual proclivity gains victimhood points (unless your name is Andy Ngo). There's probably a Carver-matrix like affair somewhere to total up the points, but I don't have it.
