Yes it is an embarrassment and no we
do not get intell promptly. Most of our information is passed word of mouth by officers reading articles online.
Keep in mind that the higher echelons of most departments smaller than 1k have not been fazed by the GWOT, or HS issues. Their main focus is street level crime and keeping the populace off their backs with regard to said street crime (ie politics). Unfortunately this will continue as long as the Fed keeps dancing with themselves. Our training is minute, our equipment non existant (in most cases), and if an attack came to my AO it would be a disaster.
