Believe you're right about this last item; can't recall which one.

WI is the same way as most other states, where often a couple of metro-hives will somewhat drive policy directions. Milwaukee proper, and Dane Country (Madison), are the 2 main bastions of far-left to full-on Marxist thought. In a town that has a UW campus branch the conservative voice is that much diluted. The rest of the state is pretty red. Fickle - elect Scott Walker 3 times, but go nationally for Obama twice. To the topic, some cities in WI view everything in policing as solving a tactical problem. Others like my town < 10K has a PD that view themselves as largely "Peace Officers" - the difference in attitude is stark in the relationships between the citizenry and their police.
