Helping the party's 'choice' during the primary, basically picking and choosing who gets on the ballot, outside the established rules/laws, is the first method of cheating the electorate and candidates.
The second is picking and choosing who/when gets money and benefits (like postage franking, speaking opportunities, etc.) and is primarily used to manipulate voting blocks and favors by the establishes politicos that control the donated money. Mitch McConnell is a recent example of this.
These comments are about cheating. Self-enrichment is a whole 'nother topic.
Remember - politics is the adjudication of power. You cannot adjudicate if you are not in power.
