Back in 2018 Mike Pence is reported to have said this:

that Honduras President Juan Orlando Hernandez told him that the caravan had been "organized by leftist organizations and financed by Venezuela."

That same article mentions the UN is a backdoor for the US Government to participate:

Meanwhile, the U.N. is committing resources to the caravan. In essence, it uses U.S. taxpayers' money to fund a violation of their own border. That way, the U.S. can join all the other countries with a mass immigration problem.

As the UN News service reported, "A priority for UNHCR (the UN's refugee agency), which has mobilized extra staff and resources to help . Those making the journey in Mexico's southern borderlands, is ensuring migrants are informed on their rights to asylum. In an agency video, a UNHCR protection associate said many migrants were simply unaware asylum was an option."

In other words, the U.N. has set up shop in Mexico and is pushing these migrants to go to the U.S. Once again, the U.N. violates a member nation's right to protect its own borders. Fortunately, President Trump is having none of it. He'll send 5,200 troops to the border to stop the influx.

Also back in 2018 Vox speculated that

If the migrant caravan didn’t exist, President Donald Trump might have needed to invent it.

This Brookings Institute piece suggest that the US has thrown money at the immigration problem but has not done much if anything to address the root causes of the problem.

But the law explicitly allows refugees to ask for asylum at U.S. borders even if they don’t have permission: anyone “who arrives in the United States (whether or not at a designated port of arrival . . . ), irrespective of [their legal] status, may apply for asylum.” In 1996, Congress clarified that agents “shall refer [any asylum seeker] for an interview by an asylum officer.”

Kathleen Gilberd, executive director of the National Lawyers Guild’s Military Law Task Force, told Truthout, “The deployment of US troops to the Southern border is an illegitimate political ploy and a serious misuse of the military. This action casts shame on a government that treats refugees seeking asylum as enemies.”

Immigration has been a political football for as long as I can remember. The Dems and Repubs play Good Cop/Bad Cop with this just as they have with COVID. While some entity or foreign actors maybe pushing the caravans it's is our very own government that allows this to happen. The same government that has has persecuted 100's over the 1/6 Celebration and let free those who looted, burned and killed during the US 2020 Summer of Rage and who believes ANTIFA is an idea, not an entity.
