This one the most. To me it says that A) The insurgents (al qaida) are running out of money and are trying to suppliment the loss of funds, B) The insurgents are not al qaida but are acting the roll in an attempt to keep the coalition off balance, C) I had another point that was really good about the money but I just got interrupted.
