Don't forget the context of that movie - the only decent guy in the senate was a bumbling idiot that only escaped total ruination through pure luck
That wasn't his only role as a senator - in the other, he had no problem building his empire on the myth of him shooting Liberty Valance.
Even as the good guy, the senator relied on dishonesty and deceit to gain and retain his political power - and in the case of who did or didn't shoot Liberty Valance the media was willingly complicit in keeping the lie alive...
