IIRC, the Senior Enlisted Advisor was created in the Joint HQs where the positions might have been named for the rank of the NCOIC.

SOCOM was the first time I remember hearing one called that, I seem to recall having a Command Chief Master Sergeant, a Command Master Chief, and a Command Sergeant Major.

This parallels the leadership at the Joint Command level (at that time, the CINC or Commanding General), which was no longer appropriate when the Commander was an Admiral.
