I don’t think the “OK” hand signal has been banned by anyone yet, Apple still allows it in their emoji list, at least until the next update. Just like the “OK” hand signal means “asshole” in Germany, and a thumbs up means Fu*k you in Arabic, and a reverse “Peace” sign in England will land you in trouble unless you are Sir Winston Churchill because it means Fu*k You to them.
I believe it’s the upside-down method of of the “OK” hand signal means White-Power or is considered racist by the SPLC/ADL which looks more like a “P” with three legs or III%. You will notice the White-Power guys and that Mickey Mouse character that hold it out over someone’s shoulder or out of their pants pocket. That is the racist use of the “OK” hand sign.

P.S. If it goes much deeper than that PADI and NADA are going to have to rewrite the whole SCUBA diving handbook because “OK” means “OK!”
