I was at one of the “Congressional Staffers queries” regarding this, around the summer of 97 I believe (??). Anyway, they were implying that the swim test was in place to keep minorities out of SF; until a couple of black SF Soldiers stood up and said there was no issue, if you wanted to become SF you learned how to swim. Pretty much shot their theory at that point.
