Bingo. They are largely part & parcel of a propaganda ministry because their livelihood depends upon access to people in power. Some actively seek out this role, others are obviously simply parroting the doctrine of the day. Find a national story in USA Today (a Gannett group publication) and drill-down to the now-bought-out small papers they own that serve a city of, say, 25,000 and you'll find the same story in that paper.
"Yeah, Henry, I know you hate CNN but I read it right in the local paper!" Add the local byline of some cub "journalist" that the locals watched grow up and - bing! - credibility.
That feed doesn't occur accidentally. And neither does the subsequent turn in the editorial 'bent' of the paper they used to trust, but now isn't even close to their local mores & values.
