FWIW, if the SHTF, having a license won't matter. The feqs, times, call signs (passwords), etc. are what will be important. I remember in the late '70s and '80s the "whistle" comms on HF from Mexico or SA. Plus a lot of OTP comms. Still good tools, but I can't whistle well.
