This is a call for a Convention of State Legislatures, Congress would have no say in the matter. The Constitution would be amended as has been done 17 times since the Bill of Rights, by ratification of three-quarters of the states. (The BoR were actually an addendum to the Constitution rather than actual amendments.)
But, while there is movement in the direction of calling for a convention, you will notice that I posted that nearly seven years ago.
