I suspect carrying on as usual will be driven by where one lives, and at what evolution of this thing they are currently in. No Presidential press conference is going to sound a klaxon and tell me that suddenly -
Deus ex machina - it's all clear, come out & play now. This is going to be a localized decision if (imo) people are smart.
