I bet the right small number of people could stop OTR truck traffic servicing a metro hive. Difficulties with utilities (and thence, telecomm) that make EBT cards inop would put that predator/prey relationship in stark floodlight and redefine "just in time" lol.
A former colleague I used to hang with on some planning cell projects back in the day is still in the area and, both retired, we chat now & then, running "what if's" like we're still kids. And I still listen; 'cause he's the best logistician I ever met.
