It is this flaw that is a de-incentivizer when carried into action, which is why it's properly categorized as philosophy rather than practical economics. No tyrant, having already secured their fortune, who can grant the subjectively-defined means for an individual recipient to "maintain their self-respect" (at the expense of other more industrious people) is someone who can be trusted to do other than the minimum it takes to prevent rebellion & upsetting their version of the
status quo. The only exceptions to this in history are with those where the overseer(s) of the policy were also participating and were faced with starvation.
