Revisiting this, it should be searchable by drop down, to drill into a locality, where people build their local lists and feed it up from the bottom. Then let [potential] targets find out they're on the equivalent of the wrong list, just like when people find they're on some list at the Southern Poverty Lie Center.
Since it's clearly hypothetical, and pre-supposes a very big "IF"...
