I think part of the problem is the Army's mixing the religious role of the chaplain corps with the role of unit social worker. Units want someone to manage troubled Soldiers, run family events, host MWR get together, and to be the Army's unit-family interface. This wasn't a problem when Army regs and traditional values meshed. Now that the Army has to accept everybody for who they are, the role of chaplain as has been traditionally viewed runs smackninto religious liberty issues for clergy. I imagine there will be some kind of divergence of roles in the future.
