I do not believe so. The fundamentals of justice in our country are in part guided by the discretion we give to our Judiciary branch, as well as law enforcement. The Founding Fathers well understood that men are not and cannot be unthinking embodiments of iron law- if that idea were to be true, they would never have dared rebelling against the crown. Robotic, zero tolerance policies are more the purview of the far left.
