Oh, they mean by
any means necessary. Never underestimate a psychotic, indoctrinated, radical (ETA: or a true believer). Prudence requires that you take them at their word. Unfortunately, the USA has both domestic and foreign groups actively (aggressively) vying for the same revolution, for now...they'll fight among themselves
after the social upheaval quiets down. The good guys need to win this one.
