He can do that while at the same time teaching something about "separation of powers" - remain out of his appointee's charter RE his oath, as well as Congress' role however they see it, truly without having to interfere. Something his predecessor clearly could not do, right since the day of "Clearly, the Cambridge police acted stupidly."
