I understand your general point and agree with it, i.e., we should be supporting our troops, particularly when they have suffered so badly. But your post raises an awful lot of legal questions. At the risk of hijacking the thread, let me identify a few:

1. This judge awarded $653MM in compensatory damages to 17 plaintiffs, or $38.4MM each. Is this excessive?

2. This is a default judgment, not a judgment on the merits. It is potentially vulnerable to collateral attack.

3. Should a United States court have authority to enter a judgment in favor of U.S. citizens against a foreign government based on the foreign government's conduct on its own soil? Does the fact we were at war make a difference?

4. Does your answer to #3 change if the question is reversed, i.e., do you have a problem with a foreign judgment against the United States in a case arising out of conduct in the U.S.?

Just a few thoughts . . .
