Regardless of wording it would be tantamount to a clear indictment of the individual's conduct which would prompt inquiry into his motive. Because if he pardons Hillary & Crew (but can't pardon himself) he ends up being the only one hanging in the breeze in terms of reputation (let alone wrongdoing).

I'm going back to thinking about first 100 rather than last 60; easier on the digestion.
