Doubtful; if still employed they would probably be sentenced to 816 Power Point slides. If agencies could be relied upon to effect their own remedies they wouldn't need repetitive hearings to find out if anyone at the VA's been fired.
I can tell you I was not astonished to find the same lazy-faerie culture at State that I found in 79-80 when at the Puzzle Palace trying to keep up secured point-to-point circuits with them (they had some people in Iran they sounded like they might want back). It's in their DNA; the whole crew down at Brandy are much too genteel ladies & gentlemen to be bothered by mere rules - "pish-tosh." Their security awareness sucked then; it still sucks. And they won't recognize a threat even after it walks up & throat punches them. No wonder the Empress-Pretender thrived.
