Not to the theme of the specific UPS flight but for those who like numbers (and taking just PA as example), 3,056 refugees FY-14-15, bit over 1,000
thus far for this FY; that's in PA. The states' programs aren't covert, nor is their involvement with NGO charities, typically faith-based in some fashion it seems. They are contracted via grants from HHS & State.

(Looking at some of the report data it's difficult to ascertain what triggers a reportable refugee; accepted? sets foot in CONUS? handed off to an NGO for placement?)
One thing that is to the video: The numbers-by-month in the state-specific categories in some of the reports make me wonder if either 1) the video isn't credible given the period mentioned, 2) the .gov is fabricating, or 3) they collect all these different nationalities in a big OCONUS parking lot and UPS swoops in with a 747 for the pickup. A similar allegation floated around the blogosphere in 2014 over a charter pilot who was fired & alleged that his pilot-in-command made a return stop in the UK, the plane was designated 'empty-for-return' but contained a bunch of Somali immigrants, and that such practice happened multiple times.
