The devil will be in the details. If they go thru the centralized control crap that they all seem to do rather than providing those that need it the latitude to determine what is needed, when and how much this will be about as useful as tits on a boar hog. The best of both worlds will be if this money comes from a source that is not accountable to the normal bean counters, such as money that has come from foreign sources or laundered money that has been seized from other than US accounts. If this comes out of normal intelligence accounts not only with the folks have to compete for the resources, but they will be closely monitored by some asshole the likes of the major bean counter in DOD like Dr. Chu who will be making operational determinations from behind a desk and far from harms way.
