It has been going on since the OSS and probably before. This is just a matter of book keeping. This is probably necessitated by the realignment of SOF and Intelligence agencies. Money for covert ops needs to come from covert sources otherwise it is accountable and the secrecy is lost. The Iran/Contra affair may have been such an instance. We received money to recruit, and train our indig in vietnam. Not just SOG but all CIDG were paod by us.

It was amazing how whenever a camp was shelled, the team safe with operational funds/payroll took a direct hit.
