There are plenty of real threats from both inside and out for a "concerned citizen" to be focused on - JH15 is certainly not one of them.
The petri dish of paranoia in this country, in many respects, is valid however. Pre-911, should you have conjectured on the usurpation of the Constitution and the assault on the BOR as currently seen, the tin-foil related remarks would have been deafening.
These days, although it may be tin-foilish, ANYTHING seems to be on the table on a scale of likely to remotely feasible. How paranoid is it to think POTUS may declare martial law and cancel the 2016 elections? Crazy right? But it is not beyond the realm of possibility considering the players.
As for JH15, I hope the training proves to be as valuable as I think it will be. Should this country slide further into the abyss as the current trajectory suggests, we will need the lessons learned in these exercises, both citizens and .mil.
