Facebook doesn't care about stuff like that. All they care about is advertising dollars. The more people who are on the site, and the more "marketable" information they can collect about their users, the more money they make.

There are a couple of (closed) groups that I admin, and spammers are always sending "join" requests to get in and post their spam. The accounts are always fake, and pretty obvious, so I took to reporting them to Facebook as such. After a while, Facebook quit taking my reports, apparently under the belief that I was filing frivolous reports because there were so many (often several per day).
