StingRay devices and police use

It seems that two local law enforcement agencies near where I live are being sued by the ACLU because they have been using StingRay cell phone monitoring devices. The ACLU doesn't like it because the interceptors let LEOS gather intelligence on everyone using a cell phone and not just bad guys. The agencies justify their use by also claiming that they can help locate people lost in rural areas. My question? Would that not have to be accomplished by some type of triangulation with multiple devices? Is it possible to pinpoint a cell phone user by using only one device?
