A 12 meter enhanced Scud with all of its associated launch rails and C&C easily fit into a 19 meter shipping container. This is the EMP-launching "Scud-in-a-bucket" that Rumsfeld first warned about in 2004. I've read some analysts' reports that claim we'd never even be able to reliably learn the source country of the weapon if it was launched from busy shipping lanes and detonated at altitude. Apparently the forensic fissile 'fingerprint' gets too dispersed in a high altitude detonation.
