Not even remotely close to treason. Being a leader means that you sometimes have to do something that's unpopular because it's the right thing to do. He's been advised by the military leadership to put troops on the ground, but he won't do so because it's politically unpopular and there's an election coming up. Sorry, but in my book refusing to listen to the advice of professionals in the face of an serious external threat simply because it's politically expedient is the thing that borders on treason not asking generals who are upset to consider resigning.
