The only state which came close to anything like that statement was Wyoming which posted a 103.6% voter turnout due to a high turnout of late registrants - and which Romney carried with 68.64% to Obama's 27.82% of the popular vote. And as far as a thrid term goes - well, the Constitution (as amended) has something to say about that.
