IZ has been an independent, legitimate sovereign since 2004. We have no authority to do jack-squat there. They would NOT immunize our troops for combatant acts; therefore - see ya.
Whatever OUR "policy" may be, it runs against the brick-wall that is international law. Unless of course, we want to start another war and remove the buffoons we installed.
