I have had minor skirmishes with the VA for years. Others have spent their lives asking for help, literately (C links).

The VA has a bureaucratic base that moves at it's own speed. Part is the unions, part is the way our monster of a government operates.
I would look to fix & clean the boots before worrying about the stupid BLACK hat.
