I work for a company that has a similar situation. I work for a "fish reduction plant"; we take the leftover fish scraps from canneries and process them. We make 3 main products: fish meal for petfood, fish bone for fertilizer, and fish oil that goes back to aquaculture.
The plant has been in the same area for 65+ years. 3 years ago a subdivision of houses was built about a quarter mile down the road. While I admit our plant is VERY smelly, and we were here first, we are in compliance the standards set by DEQ for air and water quality. However, we receive numerous complaints from these newcomers and are currently in legal battle as well.
I blame the people, and therefore the government, for being weak and giving in.
