Might be. Might be the Administration admitting finally admitting culpability in something and offering up a pawn in an attempt to salvage the upcoming mid-terms. Since the spin on sign-ups they might feel free to admit that the web site rollout was problematic but "hey we've fixed the only weak link in the ACA". Might be to distract from Lois Lerner contempt of Congress charges. Holder was squealing pretty loud yesterday. Might be to distract from his exposed situation. I honestly don't know obviously.
