The attacks on those power substations out in Kalifornia, and these incidents may be connected. Perhaps a warning of things to come, or a diversion of some sort. At least that is my heavily tin foil laden $0.02.

ETA: Why do they keep referring to these people as "Snipers"? Is it because they didn't get caught?
