All of these off-post training events are rigorously scrutinized. The prior coordination is extensive and the approval process is painful. Off the top of my head, I don't remember the number for the DoDI but everybody between the SFG(A) and DoD has added to it. End result, an ODA wanting to train off of a Federal Installation had better be really serious about it because it will have grown into a royal PITA long before execution date. Hell - certain types of exercise require Congressional notification prior to approval to execute. And all of the measures emplaced are designed to prevent even the perception of what this irresponsible article is suggesting.
