Depends on how much damage the shepherd is doing, and the sheepdog is still the sheepdog as he is protecting the sheep from the shepherd and not also eating the sheep.

The wait and see also reflects the ramifications of attacking the shepherd. Luckily, in some instances the shepherd is limited by term and damage is not permanent, for now.
