I just got finished writing a paper on overcriminalization, and it is pretty surprising how often the feds go after someone for "incorrectly" filling out paperwork. They call it fraud and put people in prison for clerical mistakes. If you email the form, it's now wire fraud too. Or mail fraud, if you use snail mail. Do it with someone else and it's conspiracy. Pretty surprising stuff overall.
