First I didn't know they were building 26 playgrounds - one for each victim.

That's terrible. Probably some n'er-do-wells wanting to get drug money for the metal.
As far as the inscription, I believe it to be kind of insensitive to bring up "It's A Wonderful Life" during the government shut down, don't you?
