It isn't AGRs getting furloughed. It is the technicians. The article specifically states that

The problem with this is that almost all of the individuals that perform maintenance and fly the airframes assigned to the State Aviation Offices of each state are Techs. So what happens when the state catches fire on a furlough day and the Governor's office is calling?
