I read the NOTAM the same way and agree it's not well worded. I read its intent as a warning of possible security reg violations if accesing the actual linked docs, either the Verizon docs or the court docs related to it ("other news"), and not news in general on the subject.
On another note, this statement as to why Snowden claims he chose Hong Kong to reveal the info made me go 
He said he chose China because "they have a spirited commitment to free speech and the right of political dissent."
