Just my opinion, one possibility is that they are issuing the caution due to potential - real or imagined - of a WikiLeaks-type issue. (Just because something got outed does NOT mean it's de facto declassified.)

If so, it was pretty poorly worded.

NIPRNET filters getting their software updated in 3....2....
"Verizon" and "NSA" can join the search table along with "patriot" "Tea Party" and others.
There went someone's online bill-pay mechanism.
