Revenue from training a group of soldiers vs what this guy was gonna be paying - might be as much a "pandering" to the $$$ (profit margin) issue for the drop zone facility as some perceived cultural slight.
Some sort of "We're under contract to train these guys and while they're here we ask that you..." scenario.
